One standard equation for a line is y=mx%2Bb where m is the slope and b is the y-intercept.
through (-3,+-5);
line y=+-9, compared to y=mx%2Bb, you can see that slope is 0 and
y-intercept b=-9
if lines parallel, they have same slope; so, the line parallel to y=+-9
will be a line y=-5
