I tried this but I tried graphing it and it didn't work out:
y-(-8)=4/3(x-(-3)) which converts to y+8=4/3x+12/3 or 4 (I think) which then converts to y=4/3x-4 (I think)
P.S. -3/4 means negative three over four. And 4/3 means four over three. Like, in fraction form.

perpendicular lines is m1*m2 = -1; m1 = -3/4, find m2
-3%2F4*m2 = -1
multiply both sides by -4%2F3, results
m2 = +4%2F3

Find the perpendicular line using the point/slope form: y - y1 = m(x-x1)
where:
x1 = -3; y1 = -8, m = 4/3
y - (-8) = 4%2F3(x - (-3))
y + 8 = 4%2F3(x + 3)
y + 8 = 4%2F3x + 4
y = 4%2F3x + 4 - 8
y = 4%2F3x - 4
