To solve means there is an equal sign, should it be sqrt%28y%2B4%29=+6%2B7 ?
sqrt%28y%2B4%29+=+13

sqrt%28y%2B4%29%5E2+=+13%5E2

y + 4 = 169
y = 169 - 4
