Think about what has happened to the letter you need to find (and in which order). You need to undo each of those things with the last one to happen being undone first.
In this problem the b has been multiplied by 1/2 and multiplied by c^2. Undo multiply by c^2 by dividing each side of the equation by c^2.
The opposite to multiplying by 1/2 is to multiply by 2.
