You can put this solution on YOUR website! Y=5 is a horizontal line. Its y value is always 5.
A line parallel to it is a horizontal line. If it must contain the point (-3,2) meaning (x,y) a y value of 2, then it must be a horizontal line at y=2.
The equation of that line is y=2.
