The slope and y-intercept is always sufficient to graph a line. For example, suppose your line is y = 4x - 3. Then your y-intercept is -3, so (0,-3) is on the line. The slope is 4, meaning that if x increases by 1 unit, y increases by 4 units. So if (0,-3) is on the line, then another point on the line would be (0+1,-3+4) or (1,1). We have two points, (0,-3) and (1,1) so we can connect them to make a line.
