Remember that if you're given a line of the form y+=+mx%2Bb%29 that any line perpendicular to that line must have the form of y+=+-x%2Fm+%2Bb. In English, the slope of two perpendicular lines are negative reciprocals of each other.
so we know the answer looks like y+=+-x%2F3+%2B+c. We just have to find c. Ah..but it must pass through (2,3). Ok...lets plop (2,3) into our line
3+=+-2%2F3%2Bc
11%2F3+=+c
Ok..that wasn't too hard.
Our answer looks like y+=+-x%2F3%2B11%2F3
CHECK: Lets graph both lines to see if this looks right
