the standard equation of a line is +y=mx%2Bb+ where m is the slope so we just substitute the values and solve for b.
+-2=%283%2F5%29%2A3%2Bb so we get +-2=9%2F5%2Bb+ so we solve for b and obtain
-2-9%2F5=b+ so +b=-19%2F5+
so the equation becomes +y+=+%283%2F5%29x-19%2F5+
