I am not sure which is the independent varible (x) and which should be the dependent varible (y). Any help would be great. Thanks!!

You're right, it is one of those! The independent variable would be distance ridden, since the cost (theoretically) depends on that. So the distance goes on the horizontal axis and the cost goes on the vertical axis. So the line would be a horizontal line at y=5.
