for a given year, and Y is that year

You want to plot Y on the horizontal axis
Assume the relation between N and Y is linear
given:

23+=+f%284%29
Note that I'm saying 2000+=+0
The slope will be %2823+-+17.1%29%2F%284+-+0%29+=+4.9%2F4
5.9%2F4+=+1.475
So, the equation is:
