Using the point-slope formula, 
(3,3), (0,-3)
m = ( -3 - 3 )/ (0 - 3) = -6/-3 = 2
m = 2 therefore, as y increases/decreases by 2, x increases/decreases by 1
(3,3), (2, n) n = 1 (x decreased by 1,therefore y must decrease by 2)
OR given Pt(0,-3) and m = 2, y = 2x -3, Pt(2, n) n = 2*2-3 = 1
