Gradient of line is -3/2. The line perpendicular has a gradient +2/3
Gradient a x gradient b = -1
So line is y = 2/3 x + c
If it passes through (-1,1) Then
1 - -2/3 + c
c = 5/3
So line is 3y = 2x + 5
