Use point slope formula; y - y1 = m(x - x1)
In your problem: y1 = -1; x1 = -1; m = 1/3

y - (-1) = (x - (-1))

y + 1 = (x + 1); minus a minus is a plus

Multiply what's inside the brackets
y + 1 = x +

y = x + - 1
Which is:
y = x + -

y = x - is the equation to graph

Plot at least two points
x = -3
y = (-3) -
y = -1 -

and
x = +3
