This is factoring by Grouping! It usually is a good idea to group the first two terms together and the last two terms. From the first two terms, you can factor a common factor of x^2, and from the last two, you can take out a -3 factor:

x^3+9x^2-3x-27
x^2 (x+9)-3(x+9)

Now, you have a common factor of (x+9):
(x+9)(x^2-3)
