4y = 2%2F%283x%29- 6
Perhaps you can think of it like this: multiply thru by 1%2F4
1%2F4*4y = 1%2F4*2%2F%283x%29- 1%2F4*6
Now you have:
y = 2%2F%2812x%29 - 6%2F4
Reduce fractions
y = 1%2F%286x%29 - 3%2F2
