The "parent" function is y = x^2, shown above in red. The vertex (0,0) is moved to (-3, 4) shown in green. The 2* stretches it vertically (making it look more narrow) from the vertex as SHOWN IN BLUE, THE GRAPH YOU ARE LOOKING FOR. Notice that the 2* stretches it from the x-axis (where the original vertex lies) BEFORE it is moved up. If the 2* stretched from the x-axis AFTER it is moved up the equation would be y = 2( (x+3)^2 + 4 ) and the graph would be as below:
