They gave us the following as the ordered pairs: (0, ); ( ,5);( ,-9). I figured out the missing numbers so the ordered pairs look like this: (0,-3);(5,0) and
(-20,-9). I can't figure out how to graph the linear equation: -3x+5y=-15.

(x,-9) is incorrect.

Plot the points on a graph and connect the points.
For a line, you only need two points.
We'll use your first two points:(0,-3) and (5,0)

Then draw the line connecting the points.
As you can see (-10,-9) is also on the line.
