y=mx+b
plug in m and the coordinates
4=2/3(-1)+b

Solve for b
Simplify 2/3(-1)

4=-2/3+b

Add 2/3 to both sides
4+2/3=b
or

14/3=b

Plug it in
y=mx+b becomes
y=2/3x+b becomes
y=2/3x+14/3
