First case:
x - 4 = +(3 - 2x)
x - 4 = 3 - 2x
x + 2x = 3 + 4
3x = 7
x = 7%2F3

2nd case
x - 4 = -(3 - 2x)
x - 4 = - 3 + 2x
-4 + 3 = 2x - x
-1 = x
