Standard form is ax%2Bby=c

y%2B3=3%28x%2B5%29

Apply the distributive property:

y%2B3=3x%2B15

Add -3 to both sides:

y=3x%2B15-3
y=3x%2B12

Add -3x to both sides:

-3x%2By=12

Done.
