7x/7 =21/7
x=3

7x+3y=21
(0)+3y=21
3y/3=21/3
y=7


In the questioin you dont have any sigh between 7x 3y=21
no sign

so if you have a - here your answer is correct and if you have a + then mines are correct because i did it with +.
