If you have a TI83 calculator or similar, then I recommend you use that.
If not, then something like Desmos or GeoGebra are recommended.

GeoGebra has the option to download if you wanted (I'm not sure Desmos does but it might).

The two lines intersect at (0,4) which is the solution to the system.
Check:
Plug x = 0 and y = 4 into the 1st equation
2x + 3y = 12
2*0 + 3*4 = 12
0+12 = 12
12 = 12
The 1st equation is confirmed.
Do so for the 2nd equation as well
-3x + 2y = 8
-3*0 + 2*4 = 8
0+8 = 8
8 = 8
The 2nd equation is confirmed.
The answer is fully confirmed since both equations are true for this x,y pair.

As this problem is worded, it does not necessary assume that you will plot the graphs.
What it assumes, for certainty, is that you will use graphing calculator to get the answer.
These are two different conceptions here.
