Multiply thru the top equation by 8 to get::
8x + (8/3)y = 40/12
8x + (9/3)y = 48/12

Subtract top from bottom and solve for "y"::
(1/3)y = 8/12
y = 24/12 = 2

Solve for "x"::
8x + 3y = 4
8x + 6 = 4
8x = -2
x = -1/4
