Ordinarily you would use the slope-intercept form: y = mx + b, or the point-slope form:  to determine the equation.
However, in this case, it's much easier to use the FORMER, as the point (0, 4) indicates the y-intercept POINT of the equation, and so, "b" = 4.
Therefore, with y = mx + b, we just substitute 3 for m or the slope, and 4 for b. This results in:
