Ordinarily you would use the slope-intercept form: y = mx + b, or the point-slope form: matrix%281%2C3%2C+y+-+y%5B1%5D%2C+%22=%22%2C+m%28x+-+x%5B1%5D%29%29 to determine the equation. 
However, in this case, it's much easier to use the FORMER, as the point (0, 4) indicates the y-intercept POINT of the equation, and so, "b" = 4.
Therefore, with y = mx + b, we just substitute 3 for m or the slope, and 4 for b. This results in:
