Several ways.
let x=0 and y=-1, so (0, -1) is one point.
Now let y=0 and 3x=-1, so x=-(1/3) and (-1/3, 0) is another point.
Draw a line between the two points.
Slope-intercept form of y=mx+b where m is the slope (rise/run) and b the y-intercept, or where x=0.
move the 3x to the right
y=-3x-1
line has y-intercept of -1, so (0, -1) is a point.
slope is -3.
From -1 go right 1 and down 3 or left 1 and up 3. Draw a line.
