That's kind of odd wording but...
Let's choose one point and we'll translate it and work it that way.
The y-intercept of the original line is (0,5).
So translating this by (3,10) would make it.
(0,5)+(3,10)=(3,15).
So now find the parallel line that includes the point (3,15).
Since it's parallel it has the same form as the original line,
3x%2B5y=D
Use the point (3,15) to solve for D.

15%2B105=D
D=120
