I am trying to determine the diameter of a cylinder with the requirement that the diameter at one end is 10% larger

Your body is a cone. More exactly, a truncated cone.
If you want the greater diameter be in 10% larger than the smaller diameter, then take D = 1.1*d,
where D is the greater diameter, and d = is a smaller diameter.

If the cone is 10 inches in height and the large end is 10 inches the smaller end is 9 inches if the large end is 10 inches
and the cone is 20 inches the smaller end is ?
