In this case, since both equal y, I would set them equal and solve for x...so that
y= (2/3)x - 4
y= -2x + 4
becomes
(2/3)x - 4 = -2x + 4
Now add 4 and add 2x and get
(8/3)x = 8
Multiply both sides by 3/8 and
x = 3
Then
y = (2/3)(3) - 4
y = 2 - 4
y = -2
