since the circle is tangent to the x-axis
the radius will be 3 units (y coordinate of the centre)
now the equation of the circle with center (x1,y1) and radius r is
(x-x1)^2 + (y-y1)^2 = r^2
so the eq. is %28x-2%29%5E2%2B%28y-3%29%5E2=9
if we expand we get
x%5E2%2By%5E2-4x-6y%2B4=0
