Here is the problem:

step 1 - distribute on the left side to get
3x+-+12+-+4+=+5x+%2B+6.9+-3x
step 2 - combine like terms on the left and right to get
3x+-+16+=+2x+%2B+6.9
subtract 2x to get
x+-+16+=+6.9
add 16 to get
x+=+22.9

3x-16=2x+6.9
3x-2x=6.9+16
