x = k/y
.
From:
When x is 40, y is 50
we have
40 = k/50
40*50 = k
2000 = k
.
So, when x is 25
25 = 2000/y
25y = 2000
y = 80

When x is 40, y is 50.

With that information we can determine k:

x=k%2Fy

40=k%2F50

Multiply both sides by 50

50%2A40=50%2A%28k%2F50%29

2000=k

Now we must substitute that value 
of k into x=k%2Fy

Now we have the complete equation.

x=2000%2Fy

Now with that complete equation we can answer
the other part:

What is y when x is 25?

x=2000%2Fy

Substitute 25 for x

25=2000%2Fy

Multiply both sides by y

y%2825%29=y%282000%2Fy%29

25y+=+2000
