The issue I'm having is I can't figure out how to simplifiy it using properties of addition and multiplication. I understand using like terms but it seems I need to do something else to.

Distribution is the first step
.
{3*(5) +3(6b)} + {8(2a) -8(b)}
.
{15 +18b} +{16a -8b}
.
now combine like terms
.
16a +10b +15
.
