I have no idea how you got those answers, here's how I would do it:

Solve the inequality:18 <6y - 12
:
You can write this one this way:
6y - 12 > 18
6y > 18 + 12; add 12 to both sides
6y > 30
y > 30/6; divide both sides by 6
y > 5

Solve the inequality:
2b - 12 > 13
2b > 13 + 12
2b > 25
b > 25/2
b > 12.5

Solve the inequality:
3h + 6 < 33
3h < 33 - 6
3h < 27
h < 27/3
h < 9

-1/4v > 12
Here we want the variable (v) to be positive, multiply both sides by -1
When we do this we must, reversed the inequality sign
(1/4)v < -12
v < -12*4: multiply by 4 to get rid of the denominator
v < -48

Let's check this one by using substitution substitute -49 which is < -48:
-(1/4)v > 12
-(1/4)(-49) > 12
Remember minus times a minus is a plus
