-x/2<=21-10
-x/2<=11
-x<=2*11
-x<=22
x>=-22 ans. note the sign change when dividing by a negative value.
Proof:
Let x=-21.9
10<=-21.9/2+21
10<=-10.95+21
10<=10.05
