-4 < -3y + 2 < 11

Add -2 to all three sides:


-4 < -3y + 2 < 11
-2       - 2   -2
-----------------
-6 < -3y     <  9

Now we have

-6 < -3y < 9  

We divide all three sides by -3 remembering to
reverse the inequality because we have divided
by a negative number:

    2 > y > -3

which can be left that way or written smallest to largest

  -3 < y < 2, which is often abbreviated as (-3,2), known
