Treat this problem as if it had an equal sign. You need to get the y's by themselves, so you should simplify the right side first
12y-12%3C3y%2B8y%2B4-17
12y-12%3C11y-13
the subtract 11y from both sides
12y-11y-12%3Ccross%2811y%29-cross%2811y%29-13
y-12%3C-13
then add 12 to both sides
