It is an inequality, not an equality.

Step 1: Change the relationship sign to an equals sign.

Step 2: Graph the line represented by the equation. Since the original relationship sign was inclusive of equals (less than or equal rather than just less than), the graph of the line should be a solid line. This is the boundary of your solution set and since the boundary is a solid line, points on the line ARE included in the solution set.

Step 3: Select any point in the plane that is NOT on the boundary line. Since this graph does NOT contain the origin, the origin, (0,0), is a very good choice for a test point.

Step 4: Substitute the coordinates of the given point into the original inequality. If the result after simplification is a true statement, then shade the half-plane on the side of the line containing the test point. Otherwise, if the result is false, shade in the half-plane that does NOT contain the test point.
