Draw a coordinate system.

Draw a DASHED vertical line at x=-1
Since you want x GREATER THAN -1
shade the half-plane to the right of
the dashed line.

Draw a DASHED vertical line at x=3
Since you want x LESS THAN 3
shade the half-plane to the left of
the dashed line.
The graph you want is the intersection
of these two half-planes.
It is the area between the vertical line
at x=-1 and the vertical line at x=3
