If you have m%3C7, then you draw an open circle at 7 and you shade to the left on the number line. The open circle tells you to exclude the endpoint 7.

If the number itself is not included (notice the o in not), then use an open circle, otherwise use a closed circle.
m < 7 means m is all numbers that are less than 7 and 7 itself is not less than 7 so 7 is not included. Use an open circle..
