but not inclusive of either -10 or +10 since the symbol

And that is the same thing as saying:

2x - 3 < -5 OR 2x - 3 > +5 

Add 3 to both sides in both inequalities to get 2x alone 
on the left of each one

2x - 3 < -5 OR 2x - 3 > +5
   + 3   +3       + 3   +3

2x     < -2 OR 2x    >   8 

Divide both sides of both inequalities by 2 to solve for x 
in each one:
