I believe the correct measure is +/- the stated tolerance.

if the bushing is supposed to be 4.32 inches, and the tolerance is +/- .005 inch, then the limits of the actual measurement would have to be:

lower limit = 4.32 inches minus .005 inches = 4.315 inches.

upper limit = 4.32 inches plus .005 inches = 4.325 inches.

if the diameter is between these stated limits, then the diameter is accepted as good.
