2a+%3C+a%2Bb

Now add b to both sides:

a%2Bb+%3C+b%2Bb

a%2Bb+%3C+2b

Put 2a+%3C+a%2Bb and a%2Bb+%3C+2b together and get:

2a+%3C+a%2Bb+%3C+2b

Then divide through by 2

a+%3C+%28a%2Bb%29%2F2+%3C+b
