so, we need equation of that line and we can find it using 2 points on it

points are:
(0,7) and (4,-5)

then a slope is
m=%28-5-7%29%2F%284-0%29
m=-12%2F4
m=-3

equation of a line with given slope and point is

y-y1=m%28x-x1%29
substitute m=-3 , y1=7, and x1=0
y-7=-3%28x-0%29
y=-3x%2B7

since this line is not part of solution (because is dashed), inequality will be

y%3C-3x%2B7
or in standard form
