Since x > -4,
Sketch a dashed vertical line thru all points where x = -4.
Draw hatched parallel lines to the right of that line.

Sketch a solid horizontal line through all points where y = -1
Cross hatch the area below y = -1

Your graph is the area that is cross-hatched and its y=-1 boundary.

Graph x = -4
That's a line thru x = -4 parallel to the y-axis, commonly called "
vertical."

Then x > -4 is all the area to the right of the line, not including the line.

For y <= -1, graph the line y = -1
That's a horizontal line thru y = -1, including the line.
All the area below is y <= -1
