Since x > -4,
Sketch a dashed vertical line thru all points where x = -4.
Draw hatched parallel lines to the right of that line.

Sketch a solid horizontal line through all points where y = -1
Cross hatch the area below y = -1

Your graph is the area that is cross-hatched and its y=-1 boundary.

All the area below is y <= -1
