6 men in 14 days = x men in 21 days. Written as a proportion:
6%2F14+=+x%2F21 Multiply both sides by 21.
6%2821%29%2F14+=+x Simplify.
6%283%29%2F2+=+x
x+=+9
It'll take 9 men to do the same job in 21 days.
