f%28x%29+=+60
.
Substitute what you are given.
60+=+180x%2F100
Multiply both sides by 100.
6000+=+180x
Equals are equal, so you can swap sides.
180x+=+6000
Divide both sides by 180.
x+=+6000%2F180
x+=+33.333333
.
So, the $60 million would result in the removal of 33.33333% of the pollutants.

the government commits $60 ...->...f%28x%29=60
+60=+180x%2F100-x ....both sides multiply by 100
+60%2A100=+180%2A100x%2F100-100x
+6000=+180x-100x .......solve for x

+6000=+80x
+600cross%280%29=+8cross%280%29x
+600=+8x
+600%2F8=+x
+75=+x
so, 75 % of the pollutants can be removed
