To find G(-3+h) replace every t you see with (-3+h), we get
G%28-3%2Bh%29+=+9+-+2%2A%28-3%2Bh%29
which is
G%28-3%2Bh%29+=+15+-+2h
--
Now, G(-3) means replace very t with -3 and we get
G%28-3%29+=+9-2%28-3%29
Which is
G%28-3%29+=+15

G(-3+h) -G(-3) = 15-2h - 15 = -2h
