Cost=$39+$0.30x
C= (1/x)($39+$0.30x)=(39/x)+(0.3x/x)=(39/x)+0.3
as x gets very large the average cost per mile gets smaller and approaches $0.3 per mile, since the 39 will become irrelevant.
