To draw the graph, first treat this as an equation rather than an inequality:
y+=+-4x%2B4

Now, because the inequality is y+%3E=+-4x%2B4 the line on the graph is a solid line (rather than dotted).
Now you need to decide which side to shade and you do this by trying a point on the left side, let's say point (0, 0) and see if this point satisfies the inequality.
0+%3E=+-4%280%29%2B4
0+%3E=+4 Not, it does not!
So you shade the other side (right) of the line which then represents the area of all the solutions to this inequality.
