General form for a linear equation for two variables is as y=mx+b. This means b=y-mx=-7-%285%2F4%29%28-3%29;

Putting everything into the form in a raw manner,
y=%285%2F4%29x%2B%28-7-%285%2F4%29%28-3%29%29, only needs to be simplified and kept in general form. (meaning, compute b, and use it in the general form).
